We Advocate Thorough Environmental Review ("W.A.T.E.R.") is a group of Mt. Shasta area citizens who are concerned about maintaining a healthy environment and a desirable community to live in. As such, W.A.T.E.R. has as its mission the goal of monitoring various development project applications. It also intends to educate the public about environmental issues of local importance.
The Crystal Geyser beverage bottling plant project is the first major project of 2013 - 2016 which this group will discuss and review. Other development projects will be reviewed separately.

The California Fair Political Practices Commission’s Enforcement Division (FPPC) has begun a full investigation into a complaint that Crystal Geyser Water Company and the “Committee for a Strong Siskiyou Economy, No on Measure H” violated campaign finance rules during the November 2016 election.
Contractors from Southern California placed large, professionally produced campaign signs throughout the county at a likely cost of $13,000 or more. However, the committee’s financial disclosure forms said Crystal Geyser provided “Sign Placement” services falsely valued at only $100.

PUBLIC COMMENT PERIOD: January 12 – February 27, 2017
The County of Siskiyou (County), as lead agency, has completed a Draft Environmental Impact Report (EIR) for the Crystal Geyser Bottling Plant Project (Proposed Project) in compliance with the California Environmental Quality Act (CEQA). The Draft EIR will be available for review and comment beginning on Thursday, January 12, 2017. Members of the public and other interested agencies and individuals are invited to provide written comments, which will be accepted through 5:00 p.m. on Monday, February 27, 2017.
Although it is unlawful for the County to have directed us in this way, we are told to provide your written comments to: Analytical Environmental Services, 1801 7th Street Sacramento, CA 95811, Attention: Ryan Sawyer AICP. (Email email@example.com). The troubling consequence of the County's having directed comments to A.E.S. is that we citizens cannot view them here in Siskiyou County prior to the deadline to help formulate our own comments, . Besides, we have little confidence that all comments sent to Sacramento criticizing the work of A.E.S. which prepared the flawed DEIR will ever resurface and see the light of day.
Instead, CEQA 21003.1(a) very clearly requires that your public comments be made to the "lead agency," which means the Siskiyou County Planning Department in Yreka.
