Millennium Development Goals in Turbulent Times: Emerging Challenges for Post-2015 MDGs

One of the most important trends that emerged since the launch of the Millennium Development Goals (MDGs) is the rapid growth of some large developing countries such as China, India, and Brazil.  Current IMF projections indicate that by 2015 the principal providers of official development assistance (ODA)—Europe, Japan, the US—will be producing less than 50 per cent of total world GDP. Already before the financial crisis it was clear that this geo-economic shift would have to have an impact on the norms and values of the global system (van Bergeijk 2009). In this Angle article we argue that a post-2015 framework for development needs to be based on a global social contract, relevant to people in the South and the North, rather than being dominated by development aid professionals and merely applicable to the South. Public Access Computing in South Africa: Old Lessons and New Challenges

The public access computing (PAC) ecosystem in South Africa includes public libraries, telecenters, and cybercafés. These PAC venues offer marginalized and underserved populations opportunities to use computers and the Internet to meet their information needs. Based primarily on interviews with telecenters and cybercafé staff, and on focus group workshops with telecenter and cybercafé users, we assess the relative strengths and weaknesses of telecenters and cybercafés and their contribution to community development. Government-sponsored telecenters continue to exhibit the same problems reported a decade ago, and libraries are slow in offering technological services. However, cybercafés set up through entrepreneurial initiatives fulfill an increasingly important niche and introduce a strategic business model for entrepreneurs in disadvantaged communities. Learning from the experience of cybercafés can be an effective way to overcome the shortcomings of telecenter experiences of the last decade in South Africa. New business models in the PAC ecosystem, such as the entrepreneur model, need to be rooted within a developmental agenda in order to ensure that ICT facilitate meaningful outcomes amongst needy communities and that a local context for the social appropriation and effective use of ICTs prevails. Webinar: Designing & Marketing Mobile Information & Advisory Services for Women Smallholders
Date : June 27th , 2012
The GSMA mAgri team will host a one hour webinar on Wednesday 27th June to share practical and actionable lessons which can be applied to the design and marketing of mobile information and advisory services for women smallholders. Half of all farmers in the developing world are women, and in some countries such as Rwanda, women account for 70% of the agricultural workforce. Women farmers are often less productive than men but if they had equal access to resources, including quality and actionable information, it is estimated that women farmers could grow 30% more food. With a focus on service design and marketing, the webinar will address how mobile operators, VAS providers and agricultural NGOs can provide women farmers more equal access to mobile information and advisory services. Armed with better access to information, women farmers can make more informed decisions, increase their resilience and ultimately improve productivity and incomes. Subject matter experts in gender and agriculture will share their insight and draw on best practice from closely related programmes and initiatives (such as gender-responsive extension programmes and using ICTs to empower rural women). GSMA launches the Mobile and Development Intelligence portal
The Development Fund launched the Mobile and Development Intelligence portal this month in conjunction with Omidyar Network, the philanthropic investment firm established by eBay founder Pierre Omidyar.  Through an open access portal, Mobile Money stakeholders can access market data related to availability of specific Mobile Money services and levels of financial inclusion, for example, number of commercial bank branches per 100k people.  Users can tabulate, graph, map and export the datasets.  An impact pathway is also available for Mobile Money that illustrates a ‘theory of change’, demonstrating how access to Mobile Money can bring about short, medium, and long term changes that improve lives. MTN MobileMoney in Rwanda: a new mobile money success story
MTN-RwandaA few months ago, MMU travelled to Rwanda, and what we saw was really exciting: just like in Kenya, every person we talked to knew about mobile money and was a customer of either MTN MobileMoney or Tigo Cash, the two mobile money services available in Rwanda; and just like in Nairobi, where M-PESA agents are ubiquitous, mobile money agents were springing up everywhere in Kigali—often several in the same street. In this blog post, MMU features MTN MobileMoney in Rwanda, one of the fastest-growing services across the world. Cash In, Cash Out Kenya: The Role of M-PESA In The Lives Of Low-Income People

This study examines how low-income Kenyans use M-PESA, that country's pioneering mMoney service. The study focuses on (1) the value of M-PESA to low-income individuals; (2) the most likely areas for M-PESA's future growth; and (3) whether M-PESA can serve as a platform for financial services beyond remittances. Taken from the transactions of 92 individuals over eight months, the study found that "cash is king." mMoney's share of transactions was less than 6 percent, compared to more that 94 percent for cash. M-PESA is still primarily used to send money home, usually from urban to rural, and cash out almost always happens quickly, often the same day the remittance is received. Respondents did not appear to use M-PESA as a de facto savings account, but the services was an important part of their coping strategies for unusual large expenses, particularly hospital bills. The study looks at ways M-PESA usage mimic cash usage patterns. It also examines the "e-money loop" - the number of times an e-money unit is transferred between being cashed out. CfP for IPID ICT4D Annual Symposium 2012

Wednesday, 5th September 2012 - Thursday, 6th September

Location: University of Agder (UiA), Kristiansand, Norway

The 7th Annual Symposium of the International Network for Postgraduate Students in the area of ICT4D (IPID) will be held 5-6 September, 2012 at University of Agder (UiA), Kristiansand, Norway. IPID is a network of postgraduate students doing research in ICT4D and operates through inter alia support to doctoral and master students and increased visibility at international conferences. The network is administered by the School of Business (Informatics) at the Örebro University and funded by the SPIDER/SIDA.

Like previous years, the 2012 symposium will provide postgraduate researchers with the opportunity to present their work to a diverse audience and gain valuable experience. It is also an opportunity for young scientists to network and engage with international ICT4D scholars . The symposium will consist of two parts - paper presentations and interactive panels focusing on both professional and academic related questions (e.g. getting published, working in the field of ICT4D, ethical and moral issues in ICT4D research and implications/possibilities of ICT for Development). The aim is to have creative and friendly days where we can discuss and help each other.

Topics of interest include, but are not limited to:

•    Bridging the digital divide
•    Applications of ICT for development
•    Mobile technology for development
•    ICTs role in development practice
•    Theoretical frameworks
•    Methodological applications in ICTD research
•    Gender issues and ICT4D
•    Evaluation of ICT4D projects and research
•    Sustainability and scalability of ICT4D projects

Please note that ICT4D is concerned about “[u]nderstanding precisely how ICTs can make a difference to the lives of the poor and marginalized [...]” (Unwin, 2009, p. 1). Read

Submission and presentation guidelines

Right after IPID 2011 a group of participants gathered informally to discuss the symposium formula and suggested some possible improvements. Everyone agreed that the traditional format of a sequence of oral presentations, while still being common practice in international conferences, has grown unsatisfactory as a method to effectively share experiences among young scholars and enable mutual learning, so to constitute a truly new generation of scholars. Building on this stimulus, we designed the following 3 innovative formats to choose from when submitting a proposal:

1.      Paper + conventional oral presentation (15 minutes)

Requirements:

a) Both practical and theoretical papers, completed as well as research in progress, are welcome. Papers should be submitted to M. Sirajul Islam (sirajul.islam@oru.se).

b) Max length of the paper 3500 words, along the guidelines of ITD Journal: http://www.tandfonline.com/action/authorSubmission?journalCode=titd20&page=instructions

c) Max length of the talk: 6 minutes, to allow for 9 minutes of Q&A;

 2.     TED talk (20 minutes)

Requirements:

a) It has to contain a story from your direct personal experience as a researcher;

b) Max 1 keyword per slide: use images - descriptive,  iconic, metaphorical - instead of text. No bullet points allowed.

c) Max length of the talk: 10 minutes, to allow for 10 minutes of Q&A;

d) Use a clicker/remote control and do not stand behind the podium.

 3.     Role-play (30 minutes )

Requirements:

a) The researcher presents his work by setting up a short sketch of a problematic situation related to her/his research;

b) S/he will ask other IPID attendees to volunteer as actors and will provide them with a detailed description of their role as well as with a minimal plot of the simulation, to be acted out without long preparation.

c) The researcher will have 7 minutes for the preparation of the scene, selecting and briefing actors, 3 minutes for the first performance. After that, the researcher has 20 minutes to animate the debate with the audience linking it to her/his research, explaining why the scene captures her/his core interest and/or what makes it problematic and possibly ask other audience members to substitute one of the actors and replay the scene differently, while preserving its plausibility.

IPID “veterans” Paolo Brunello and Inés Bebea are available to assist via Skype any candidate who would like to choose the third format to clarify how to prepare the role-play.

On the evening of the 4th of September they will animate an ICT4Drama workshow as a warm-up socialising activity to help create the informal, collaborative atmosphere that has always characterized IPID PG symposia and that will break the ice for truly interactive sessions in the following days.

The scientific value and academic professionalism of the presentation will still hold as the main beam for the selection of the proposal by the organising committe. Should two proposals be assessed equal under these main criteria, the one adopting a more innovative format will be favored.

All presentations will be videorecorded and published on IPID YouTube channel, Ustream and on IPID website (http://www.ipid.se), unless the presenter asks otherwise.

Best presentation awards

At the end of each presentation, all attendees will be required to provide a personalised feedback to the presenter via a websurvey. Senior researchers' feedback will be weighted differently in the calculation of the best three presentations, one for each of the 3 format.

Keynote speakers

  • Rahul De, PhD, Hewlett-Packard Chair Professor in Information and Communication Technology (ICT) for Sustainable Economic Development, Quantitative Methods & Information Systems Area, Indian Institute of Management Bangalore (IIMB), Bangalore, India
  • Øystein Sæbø, PhD, Associate Professor, Member of the E-Government research group, University of Agder, Norway

Be Aware of Particiant Response Bias in ICT4D product Development
Those of us working in ICTD frequently work with groups of people that differ significantly from ourselves. However, little attention has been paid to the effects these differences have on the evaluation of technological systems. In this project, we investigated the effects of participant response bias in field studies in developing countries. Via 450 interviews in Bangalore, India, we measure participant response bias due to interviewer demand characteristics and the role of social and demographic factors in influencing that bias. ICT to fostering inter-family relationships, naturally
From mobile phones to social networking, technology helps bring geographically dispersed people together. But most applications are designed for individuals, not groups or families. EU-funded research is addressing the issue with innovative tools designed to help families communicate and interact as naturally as possible even if they are hundreds or thousands of kilometres apart. The solution combines state-of-the-art artificial intelligence with ambient intelligence, multimedia tools and audio and video capturing, encoding, processing and transmission to enable near-natural interaction and communication between dispersed groups of people. Giving Everyone a Laptop is Counterproductive for Learning
Here’s a quiz for you. Let’s say you are in the middle of a rural below-poverty-line area in a developing country. Let’s say you have 30 mobile phones, or 30 tablets, or 30 laptops. They are all loaded with good quality educational software. You have a class of 30 teenagers or adults. Or even extremely old people. So the question is – how many of your devices do you hand out to the students? Do you give them one each? Er, no. At least, not in my experience.  Read more at

Advice for students on ICT4D programmes… by Professor Tim Unwin
I’ve just had a great question posed to me by Brooke Kania: “I was just wondering, what are you looking for in students who are coming out of IDEV or ICT4D programs – what do you think the field needs from academic training? What advice would you give to aspiring ICT4D professionals?”.  The question is easy; the answer is not!  Fueled by a couple of very good glasses of Chianti, let me have a go at responding. Can technology rescue women farm workers from drudgery?
The seemingly simple act of removing the husks from maize cobs by hand is tougher than it sounds. A female worker uses her fingertips on average 522 times, her fingernails 144 times and her palms 55 times for every single kilogram of grain she produces, according to a survey carried out last year by India's Ministry of Agriculture. 4 Reasons Why Desktop Computers Are Better Than Mobile Devices in ICT4D
"Should we abandon desktop computers in ICT4D programs?" That is the question we asked ourselves at a recent Inveneo hardware strategy session. Should we move fully into mobile solutions - laptops, tablets, mobile phones - and stop testing, recommending, and installing our desktop computing solutions? Read more at

Grant Awarded to iCow
Of all our grantees, iCow is the one that people express most interest in. Not only does it have a cool name, but the idea underlying it – providing dairy farmers with an SMS support and advice service – is so simple that it’s hard to believe nobody else thought of setting up a similar organisation. In return for inputting a few pieces of data on their phone, Kenyan dairy farmers are given tailored, time-sensitive SMS updates on how to look after their cows during gestation, calving and throughout the rest of a cow’s life. According to some recent research conducted by the iCow team, farmers have witnessed significant increases in milk yields from their cows, simply as a result of adopting a few relatively straightforward processes. What Does OLPC Peru Teach Us About ICT in Education?
One Laptop Per Child (OLPC) has been a part of a larger ICT4E discussion, which has included ongoing debate over the effectiveness of the XO and its various deployments. Since its inception, OLPC has relied mainly on aspirations, visions, and projections to support investment from various partners across the globe. Pilots programs were conducted at various levels of deployment, programming, and stakeholder engagement. More recently, larger, more longer-standing deployments have reached a point where assessments are now coming to fruition. Read more at

Leveraging Information and Communication Technology (ICT) for the Base of the Pyramid (BoP)
These documents present the conclusions of the study “Leveraging ICT for the BoP” sponsored by AFD-Proparco, Ericsson, ICCO, France Telecom-Orange, and TNO and conducted by Hystra and Ashoka from October 2010 to June 2011. This study aimed to learn from “what works” in terms of full projects (as opposed to technologies) combining both an economically viable model and socio-economic impacts on their end-users, in the field of ICT for development (ICT4D). ICT fostering inter-family relationships, naturally

Mobile Technologies and Empowerment: Enhancing human development through participation and
innovation
Mobile technologies are opening new channels of communication between people and governments, potentially offering greater access to public information and basic services to all. No other technology has been in the hands of so many people in so many countries in such a short period of time (World Bank 2008). In fact, globally, more people now have access to a mobile device than to justice or legal services (UNDP 2008). Recent estimates indicate that ICTs could be accessible to everyone by 2015 and bring internationally agreed development targets ever closer to achievement (ITU 2010). Indeed, we are witnessing a new wave of democratization of access to innovative ICT channels, propelled by state-of-the-art technologies and diminishing barriers to entry. Read more at

There are a significant number of research papers on ICT4D, but not all of them are rich in scientific rigor and relevance. Many of us spend significant portion of our efforts on finding right publication venues and struggling with getting our scholarly work published in due process and time. Therefore, this workshop is expected to focus on contemporary issues on writing scientific papers and publications that would benefit especially the young scholars in ICT4D research.

The workshop speakers will be:

Dr. Åke Grönlund, Professor in Informatics at Örebro University, Chair of AIS Special Interest Group on Electronic Government (SIGeGov) and Chair of Swedish Academy of Information Systems

Dr. Annika Andersson, Assistant Professor and Program Manager, Informatics master program at Örebro University and   Member of Editorial board, Journal of Information Technology for Development (ITD)

To register your interest, please send an e-mail to M. Sirajul Islam <sirajul.islam@oru.se> on or before the 20th April 2012.

There is no registration or attendance fee. IPID will only sponsor IPID-members that are affiliated to a SPIDER-affiliated Swedish University. We will sponsor each participant with up to 700 SEK for travel related expenses on the basis of first come, first served.

Please note that at the end of the workshop, all participants will be given ‘Certificate of attendance’.

Looking forward to your registration and to welcome you at Örebro University !

The New Map of Mobile Innovation: Some Surprising First Lessons
Almost two months ago, infoDev launched an online challenge to aid digital job creation in developing countries. The challenge, called m2Work (after mobile microwork), asks participants to identify real-world problems that could be addressed by millions of underprivileged people equipped with Internet-connected mobile phones. The challenge is still ongoing: most of the $40,000 prize money remains on the table, and anyone can submit ideas until April 2. Even so, a lot has already happened. Over 600 ideas have been submitted, and the jury has awarded four initial spot prizes. Read more at  http://www.idisc.net/en/Article.39264.html

New materials on climate change, ICTs and developing countries
The NICCD website (http://www.niccd.org/) provides a repository of new materials on climate change, ICTs and developing countries including:  Two background papers that review the literature in this field, and propose a new framework for understanding ICTs, adaptation and "e-resilience".  Seven thematic papers that summarise current evidence on ICTs, climate change and the topics of mitigation, adaptation, disaster management, strategy, governance, gender, and emergent technologies.  Nineteen project case studies that have been professionally edited for use in practitioner/strategy guidance, training materials, or research.  Four strategy briefs written for policy makers, strategic planners and senior researchers, that summarise conceptual and action-based priorities for use of ICTs in relation to climate change in developing countries.  A training guide for those who wish to run their own training workshop on ICTs, climate change and development.

These materials are the product of the University of Manchester's "Climate Change, Innovation and ICTs" research project, funded by Canada's International Development Research Centre (http://www.idrc.ca) and managed by the University's Centre for Development Informatics (http://www.cdi.manchester.ac.uk).

IPID is happy to invite you to attend an interactive half-day workshop on ’Scientific Writing and Publishing’ to be held at Örebro University, Sweden on the 3rd May, 2012 at 13:15 – 16:00.
