PhD Scholarships for ICT4D Research at Univ. Manchester

The Centre for Development Informatics at the University of Manchester is seeking high-quality PhD candidates to research topics on ICTs/information systems and socio-economic development.

PhD Track Call for Papers: 12th Int. Conf. on Social Implications of Computers in Developing Countries, Jamaica 2013

Working Group 9.4 is entitled “Social Implications of Computers in Developing Countries” and is part of the International Federation of Information Processing (IFIP). The aims of the group are to further our understandings amongst researchers, policy makers and the public on social implications of computers in developing nations. We have a bi-annual conference, the last being in Kathmandu, Nepal (http://www.ifipwg94.org/ifip-conference-2011) and the next in Jamaica 2013.

In addition to the other conference tracks, we are seeking full papers from PhD candidates for the IFIP 9.4 conference in Ocho Rios, Jamaica, May 2013. Papers from the full spectrum of interests in ICT4D are solicited, including those in the areas of the other conference tracks. The submissions will be full papers, following the conference submission guidelines.

The PhD Track conference session will facilitate some feedback and discussion on the papers accepted. The papers will be included in the conference proceedings.

ESRC-DFID Development Frontiers research fund
ESRC and DFID are pleased to announce a third phase of the ESRC-DFID Joint Fund for Poverty Alleviation Research. In this third phase, we are launching a call for Development Frontiers Research. Development Frontiers research can be broadly defined as involving pioneering theoretical and methodological innovation, and/or research based on the engagement of a range of disciplinary and interdisciplinary perspectives including new links across disciplines that do not usually work together and across non-traditional partnerships. The expectation is that this research will provide a major stimulus to new and novel streams of enquiry or practice. There will be a stage-gating process for the Development Frontiers Research Fund. Projects will initially be funded for 18 months with a stage one budget of up to £100,000. The proposal for a technical specification covers only the common features of operator wallets.  This allows for diversity and differentiation in the marketplace, whilst ensuring the critical components needed for interoperability are well defined. The GSMA team is seeking feedback on the technical proposal from all players in the NFC ecosystem, with a view to refining and publishing an implementable specification at the beginning of 2013. Development Research Day in Helsinki on February 8th 2013

The Finnish Society for Development Research is hosting a Development Research Day in Helsinki on  February 8th 2013. The theme for the day is Civil Society in Development. The day consists of key note speakers in the morning and working groups (themes to be confirmed) in the afternoon.

Open call for abstracts

 

The Development Research Day is aimed particularly at Masters and PhD students. Those interesting in presenting their research are invited to submit an abstract of maximum 250 words (in English or Finnish) by 30 November 2012. All abstracts should be submitted to kamilla.karhunmaa (at) utu.fi. The organizing committee will review the submitted abstracts and allocate working groups. The accepted abstracts will be informed of their working groups around mid-December. A final extended abstract of five pages should be completed by mid-January.

Presentations
 

The extended abstracts will be presented at the research day. The duration of the presentation with discussion is 30 minutes (15 + 15).

Please find below the Call for Papers for a conference on Mobile Telephony in the Developing World in the University of Jyväskylä, Finland, on May 24 - 25th 2013.

We welcome innovative scientific and policy-oriented papers which draw from empirical research in the humanities and social sciences on the use of mobile phones in everyday life. Possible topics include, but are not limited to, the use of mobile phones in relation to following themes: gender, health, m-banking, livelihoods, politics, economics, education, social relations and culture. How does mobile telephony bear upon gender relationships, economy, social relations and politics? What kind of innovative practices is mobile telephony offering to combat poverty and health problems? Have mobile phones offered new possibilities for economic activities and political participation? How has mobile communication affected social relationships and networks in developing countries? How has it addressed inequalities? We invite proposals for panels and individual papers, to be submitted by no later than November 30th, 2012.

Millennium Development Goals in Turbulent Times: Emerging Challenges for Post-2015 MDGs

One of the most important trends that emerged since the launch of the Millennium Development Goals (MDGs) is the rapid growth of some large developing countries such as China, India, and Brazil.  Current IMF projections indicate that by 2015 the principal providers of official development assistance (ODA)—Europe, Japan, the US—will be producing less than 50 per cent of total world GDP. Already before the financial crisis it was clear that this geo-economic shift would have to have an impact on the norms and values of the global system (van Bergeijk 2009). In this Angle article we argue that a post-2015 framework for development needs to be based on a global social contract, relevant to people in the South and the North, rather than being dominated by development aid professionals and merely applicable to the South. Public Access Computing in South Africa: Old Lessons and New Challenges

The public access computing (PAC) ecosystem in South Africa includes public libraries, telecenters, and cybercafés. These PAC venues offer marginalized and underserved populations opportunities to use computers and the Internet to meet their information needs. Based primarily on interviews with telecenters and cybercafé staff, and on focus group workshops with telecenter and cybercafé users, we assess the relative strengths and weaknesses of telecenters and cybercafés and their contribution to community development. Government-sponsored telecenters continue to exhibit the same problems reported a decade ago, and libraries are slow in offering technological services. However, cybercafés set up through entrepreneurial initiatives fulfill an increasingly important niche and introduce a strategic business model for entrepreneurs in disadvantaged communities. Learning from the experience of cybercafés can be an effective way to overcome the shortcomings of telecenter experiences of the last decade in South Africa. New business models in the PAC ecosystem, such as the entrepreneur model, need to be rooted within a developmental agenda in order to ensure that ICT facilitate meaningful outcomes amongst needy communities and that a local context for the social appropriation and effective use of ICTs prevails. The GSMA mAgri team will host a one hour webinar on Wednesday 27th June to share practical and actionable lessons which can be applied to the design and marketing of mobile information and advisory services for women smallholders. Half of all farmers in the developing world are women, and in some countries such as Rwanda, women account for 70% of the agricultural workforce. Women farmers are often less productive than men but if they had equal access to resources, including quality and actionable information, it is estimated that women farmers could grow 30% more food. With a focus on service design and marketing, the webinar will address how mobile operators, VAS providers and agricultural NGOs can provide women farmers more equal access to mobile information and advisory services. Armed with better access to information, women farmers can make more informed decisions, increase their resilience and ultimately improve productivity and incomes. Subject matter experts in gender and agriculture will share their insight and draw on best practice from closely related programmes and initiatives (such as gender-responsive extension programmes and using ICTs to empower rural women). GSMA launches the Mobile and Development Intelligence portal
The Development Fund launched the Mobile and Development Intelligence portal this month in conjunction with Omidyar Network, the philanthropic investment firm established by eBay founder Pierre Omidyar.  Through an open access portal, Mobile Money stakeholders can access market data related to availability of specific Mobile Money services and levels of financial inclusion, for example, number of commercial bank branches per 100k people.  Users can tabulate, graph, map and export the datasets.  An impact pathway is also available for Mobile Money that illustrates a ‘theory of change’, demonstrating how access to Mobile Money can bring about short, medium, and long term changes that improve lives. MTN MobileMoney in Rwanda: a new mobile money success story

Cash In, Cash Out Kenya: The Role of M-PESA In The Lives Of Low-Income People

This study examines how low-income Kenyans use M-PESA, that country's pioneering mMoney service. The study focuses on (1) the value of M-PESA to low-income individuals; (2) the most likely areas for M-PESA's future growth; and (3) whether M-PESA can serve as a platform for financial services beyond remittances. Taken from the transactions of 92 individuals over eight months, the study found that "cash is king." mMoney's share of transactions was less than 6 percent, compared to more that 94 percent for cash. M-PESA is still primarily used to send money home, usually from urban to rural, and cash out almost always happens quickly, often the same day the remittance is received. Respondents did not appear to use M-PESA as a de facto savings account, but the services was an important part of their coping strategies for unusual large expenses, particularly hospital bills. The study looks at ways M-PESA usage mimic cash usage patterns. It also examines the "e-money loop" - the number of times an e-money unit is transferred between being cashed out.
