Using Actor-Network Theory in Your ICT4D Research
Manchester’s Centre for Development Informatics has just launched a new “Actor-Network Theory for Development” working paper series: http://www.cdi.manchester.ac.uk/resources/ant4d/
The foundational paper – Development Studies Research and Actor-Network Theory (http://www.cdi.manchester.ac.uk/resources/ant4d/documents/ANT4DPaper1Heeks.pdf)–; provides a primer on actor-network theory including pros and cons; explores ANT’s relevance to current trends in development thinking and practice; and outlines development research questions that ANT may help address.
The remaining seven papers in the series use different fractions and degrees of ANT to investigate a variety of development issues; including a number specifically relating to ICT4D.  The overall purpose is to help development researchers decide whether ANT may be relevant for their work and, if so, how and what to apply.
We will consider further working papers: if you have a relevant paper, you are welcome to submit it for consideration: ant4dev@gmail.com

ICT4D Project Champions Research Network and Workshop

M4D Doctoral Workshop, Dakar, April 7, 2014
We invite applications to the M4D Doctoral Workshop in Dakar Senegal. The workshop will provide a forum for PhD students in the area of mobile communication technology in and for development to present their work and receive constructive feedback from experts in the field as well as from peers. PhD students at any stage of their doctoral studies are invited to submit papers. The workshop will host about 15 attendees besides the experts in the field. We expect submissions to be from current PhD students who have selected a clear research topic within M4D in the broadest sense. Participation for selected PhD students are free for M4D2014 conference delegates who have registered and payed the conference fee. The doctoral workshop is sponsored by the International Network of Post Graduate Students in the area of ICT4D (IPID).

Goal of workshop
The goal of the workshop is to provide professional development in M4D with critical, but constructive, feedback and advice to PhD students on their ongoing research from senior researchers. The workshop will also offer the opportunity to meet and exchange ideas and suggestions with peers in the M4D field.

Submission
Submissions should address the student's PhD research area, specifically:
•    a well-defined formulation of the problem statement, objectives and aims of the research,
•    explain the research context and why the research is important,
•    give details of research design and data collection techniques,
•    present preliminary results and research findings, do clarify the state of the research work,
•    discuss of the theoretical contribution to the area of M4D and the practical implications of research.
Your name, affiliation, email address, PhD supervisor's name and affiliation and year when you started PhD should be included. The submission should be max. 5000 words in length. Please note that the workshop is not a venue for publication; there will be no published proceedings. However, we encourage workshop participants to also submit to the M4D2014 main conference (poster, full or short paper see www.m4d2014.net).
Doctoral workshop participants are asked to submit their papers with the subject line [M4D2014 doctoral workshop].

Workshop Format

Participants will be divided into two groups depending on their research topic. Group A will be led by Anne Shongwe and Jonathan Donner and Group B by Laura Stark and Richard Ling. Participants will be asked to read the group member’s papers prior the workshop so that focus can be on discussing each paper in depth rather than listening to presentations. We will reserve around 15-20 minutes for comments and 10-15 minutes for general discussion.

IPID is pleased to announce its support to postgraduate students to attend the 8th IPID symposium and the ICT4D conference in Capetown, sSouth Africa (December 7-10th).
The support, a grant of upto USD 900 (each student), is for covering conference registration and travel fees. 13 students will be supported. 2nd call M4D2014
The 4th International Conference on Mobile Communication for Development (M4D) http://m4d2014.net Dakar, Senegal, 8-9 April 2014 University Cheikh Anta Diop (UCAD) in co-operation with HumanIT, Karlstad University

We are happy to announce two exiting keynotes at the M4D2014 conference. Professor Laura Stark from University of Jyväskylä in Finland who will talk about ethnographic approaches to mobile use among the very poor. Our second keynote is Anne Shongwe, founder and CEO of Afroes Transformational Multi-Media & Consulting. Anne has worked with several governments across Africa and South-East Asia as well as with UN, Bill and Melinda Gates foundations and the Nelson Mandela Childrens fund to mention a few.
We are also happy to announce that we are going to organize workshop for PhD students attending the conference with among others the two keynotes, Jonathan Donner from Microsoft Research and Rich Ling from IT University Copenhagen and Telenor research. A separate call will follow this autumn.
M4D2014 aims to provide a forum for researchers, practitioners and all those with interests in the use, evaluation, and theorizing of Mobile Communication for Development. M4D2014 will combine two days of plenary parallel paper sessions, panel sessions, short presentations, posters and workshops.

This conference is the fourth in the M4D biennial series following the inaugural conference in Karlstad, Sweden in 2008. The 2nd conference was in Kampala, Uganda in 2010 and the 3rd in New Delhi, India in 2012.

How to Participate?

M4D2014 welcomes participants from academia, industry, NGOs, development agencies, and governmental and international organizations.
If you want to submit a paper, there are two different options.
Research papers (8-12 pages including references) will be peer reviewed and evaluated based on theory craftsmanship and analytical rigor.
Articles considering critical approaches and theoretical development will be prioritized. The practitioner’s track is open to practitioners to present their experiences, cases and policies (4-5 pages). These contributions do not have to be guided by academic theory and critical analysis. All accepted papers will be published in the proceedings and allocated a presentation slot.

Presenting with Posters, in Short Track or Parallel Sessions?

Accepted papers with best reviews will be allocated longer presentation slots in parallel sessions. The other accepted papers will be allocated shorter presentation slots in short track sessions that will be followed by poster sessions. Accepted paper presenters should thus be prepared to bring posters with them. Poster size max. 80x120 cm. Roll-ups are also allowed.

You can also participate by organizing a workshop. Workshops submissions for proceedings (2 pages) must contain: title, organizers with affiliation, participants, motivation and objectives. Finally, there is also the possibility to only submit a poster or a demo (1-page extended abstract).

Inclusion of accepted papers/posters/demos/workshops in conference proceedings is conditioned on payment of registration fee prior to registration deadline. Registration and Fees:

The registration will open during autumn 2013, see http://www.m4d2014.net Conference fee will be 150€ with a reduced fee of 110€ for Master and PhD students. Participants salaried from a developing country are entitled to a 30% discount (105€ and 77€ for PhD and Master Students).

Conference fee includes access to conference venue, presentations, workshops and demonstrations, keynote speakers, one copy of the proceedings, lunches, refreshments and receptions throughout the conference, conference dinner and social events.

Participation Grants:

IPID will sponsor participation for selected members given that there is an accepted paper and based on the reviews as well as on where the student is based (developing countries and Sweden are prioritized). For questions regarding these scholarships contact IPID at info@ipid.se

We hope to arrange travel grants for participants from developing countries that will cover registration fee and a maximum of 500€ for flight tickets and accommodation. Other costs will not be covered for.

Communication from the Coordinator
Dear IPID members,
I hope you had a great summer! I would like to thank all members for their participation in different activities since January 2013 when i started co-ordinating the group. I also thank those who who have participated in the past. A vote of thanks goes to Dr. Sirajul Islam (the previous co-coordinator)  for the good work done for IPID.

Since this year started, we have held two events. In April 2013 we held a workshop on scientific writing and publishing at Örebro University and later in May 2013 we participated in IFIP WG 9.4 conference in Jamaica where more than ten IPID members attended and some presented their work.

I thank those who managed to participate in these two events and i look forward to every one's participation in the upcoming events. Also, my sincere thanks go to those who send in information for sharing and publishing on our website.

I would like to inform you that we are working on a new website which will move ICT4D information and people closer to you. We anticipate the sharing of resources and communication will be better among members. You will receive a link to review the website before it is launch. If you would like to see something else improved or changed feel free to contact me at ena@du.se or info@ipid.se.

Lastly, I recently received questions regarding the choice of dates for upcoming 8th IPID symposium. We regret hear that the dates (9th - 10th) may not be feasible for some members since ICTD open sessions will be held on one of those dates. However, i would like to clarify that, we chose the dates to attract other people to attend IPID presentations so that students could get the needed feedback on their work. We also wanted students to incur low expenses since we have an arrangement with the conference organizers. But most importantly, IPID participants will get a chance to attend the ICTD conference without an extra fee.

We are trying as we can to make sure that IPID member attend all events without any overlaps with ICTD sessions. I therefore look forward to meeting in Cape Town.

ICT4D Course Syllabus
The Center for Global Communication Studies at the Annenberg School for Communication at the University of Pennsylvania has recently commissioned the writing of a course curriculum and syllabus which is meant for teaching the fundamentals of ICT4D. While both focus on international perspectives regarding the role of ICTs, one syllabus includes a two week module that focuses on case studies from Africa, and one includes a module that focuses on case studies from Eastern Europe and Central Asia.

Brief description of the course from the syllabus:
This course reviews fundamentals of Information and Communication (ICT) for development, with a focus on policymaking, regulation and strategy building. It covers international perspectives and national case studies. It teaches the economic, social, and political role of ICTs in the development dynamic and asks what can be done to reap the full benefits. Topics include digital innovation, conceptual frameworks of digital transformations, national policy strategies, ICT regulation and market structure, broadband technology, and significant applications, such as e-government.

ICTD2013 – Information and Communications Technologies for Development Conference 2013
On 7-10 December 2013, the sixth international conference on Information and Communication Technologies (ICTD2013) will be held in Cape Town, South Africa. Held in cooperation with ACM SIGCHI and ACM SIGCAS, ICTD2013 will provide an international forum for scholarly researchers exploring the role of information and communication technologies (ICTs) in social, political, and economic development.
 
Call for Notes – ICTD2013
You are to invited to submit a Note, which is a new category for the conference. With a shorter 4-page format, Notes are intended to highlight work from a range of researchers and practitioners, and can be used to introduce work-in-progress that may be published later in a journal, as well as to document shorter project write-ups.
 
Notes will be assessed according to their research contribution, methodological soundness, quality of analysis, quality of writing, and presentation. Manuscripts considering novel designs, new technologies, project assessments, policy analyses, impact studies, theoretical contributions, social issues around ICT and development, and so forth will be considered, however Notes need not necessarily be as comprehensive, novel, or generalizable as Full Papers.
 
All Notes submissions are strictly limited to four pages. To allow for late-breaking findings, Notes are due on July 26, 2013, closer to the date of the conference. Participate in the Culture & Democracy event in Tanzania where a recent study on ICT for pedagogical integration will be presented to highlight opportunities and challenges in ICT for education. A new book on ICT, culture and governance in Tanzania will be launched, building on anthropological research at Taasisi ya Sanaa na Uatamaduni Bagamoyo (TaSUBa). The documentary film Chanjo ya Rushwa (Vaccination against Corruption) will also be launched. The film builds on research on a Spider-supported anti-corruption campaign through music, mobiles and social media. The event will take place at National Museum and House. Participation by invitation only but interested participants can make requests to Jacob Mtalitinya (jacobkwize@gmail.com) or Paula Uimonen (paula@spidercenter.org).
