Call for Abstracts: Voice and Matter – Glocal Conference on Communication for Development
Roskilde University (Denmark) & Malmö University (Sweden), 17-20 September 2014
Voice and Matter is the fourth annual Communication for Development conference arranged by Ørecomm – Centre for Communication and Glocal Change, this year merged with Roskilde University’s biannual scientific conference, Sunrise.

The conference aims to explore the dynamic relationship – and possible convergence – between voice and matter in the context of communication for development theory and practice.
We invite researchers, students, practitioners, authors, artists and filmmakers to submit abstracts on the following themes:
New Social Actors and ICT for Development. The technocentric concept of ICT4D raises questions on the power over and use of technology. Who are the new social actors and new social movements? How do they pursue their goals using ICTs? This session invites theoretical and empirical reflections, uncovering emerging perspectives on technology, voice and matter

ICT4D Without ICT4G? As photos of all-male ICT4D conference panels and technology fairs dominated by men are circulated on social networks, questions about gender issues in ICT4D research and practice are more pressing than ever. This panel invites theoretical reflections andinnovative case studies on gender, power and the future of ICT4D.

The Present and Future of Development Journalism International development journalism is exploring new avenues to connect with different audiences and to communicate social change. This panel highlights new innovative approaches as well as discussing the challenges and limitations in an age where ‘everybody is a broadcaster’.

Fiction Matters Recent decades have in many parts of the world brought new genres of fiction to critical acclaim. New authors engage with movement, migration and change in ways that are debatedglobally. This panel will explore fiction, that in new ways engage with therelation between the social and the global, and between voice and matter.

Histories of Diaspora Nation-states and national mentalities have shaped societies we live in through reductive classifications. New methods now move beyond this logic, allowing for improved understanding of the changing role of the state over time, and for new transcultural encounters. This panel explores methods in approaching the diaspora context in space and time.

New website on ICTs in Africa
The Center for Global Communication Studies (CGCS) is pleased to announce the launching of a new website on ICTs in Africa: Tap into news and updates on research and events related to ICTs, peacebuilding, and governance on this website. It also features a repository of reports and articles. Additionally, the website offers access to articles typically blocked by journal paywalls by obtaining pre-print versions of articles from authors.

This website is part of a larger CGCS project: "Reframing Local Knowledge: ICTs, State-building, and Peacebuilding in Eastern Africa." This project, through commissioned research projects and evidence reviews, seeks to bring greater clarity to the realities of the use of communication technologies in developing contexts, and in particular in Eastern Africa. The project is funded by the Carnegie Corporation of New York. Learn more about it here.

The Summer School IDEAL Tourism - Call for applications
Università della Svizzera italiana, USI Lugano – Switzerland, August 25-September 5, 2014

The Summer School IDEAL-Tourism is aimed at contributing to capacity building and knowledge advancement in the interdisciplinary research field, cross fertilizing tourism and technology studies, and in particular around the use of ICTs for the promotion and development of sustainable tourism at cultural and natural destinations. It will blend online activities as well as a two-weeks residential seminar. Online activities will start two months before the residential seminar, and will comprise preparatory readings and discussion activities.

The residential seminar will feature lectures by leading international scholars (including Prof. Lorenzo Cantoni, Prof. Marcel Danesi, Prof. John Traxler, and Prof. Font Xavier), as well as applied skills seminars on research methods lead by expert post-doc researchers. In addition participants will develop a group-work project.

Send your CV and a one-page motivation letter to no later than March 31, 2014. Tuition is 1989 chf (early birds: 1450 chf).

Techniques to support and facilitate lifelong learning transitions of mobile learners
Fully funded 3 year Ph.D. Scholarship: €38,000 annual stipend + monthly living allowance (€700 - €1000) and Fees 

The researcher will endeavour to extract a set of learning transitions metrics from data collected as lifelong learners conduct their normal daily activities. Using techniques from Data Mining and Semantic Web, the analysis will be used to inform the development by the researcher of techniques and applications that support transitions in lifelong learning.
Two or more sets of data from different cohorts of participants would enrich and provide more validity to the findings. To this end, it is envisaged that Ericsson will share some learning usage data related to their employees.

Using Actor-Network Theory in Your ICT4D Research
Manchester’s Centre for Development Informatics has just launched a new “Actor-Network Theory for Development” working paper series:
The foundational paper – Development Studies Research and Actor-Network Theory (–; provides a primer on actor-network theory including pros and cons; explores ANT’s relevance to current trends in development thinking and practice; and outlines development research questions that ANT may help address.
The remaining seven papers in the series use different fractions and degrees of ANT to investigate a variety of development issues; including a number specifically relating to ICT4D.  The overall purpose is to help development researchers decide whether ANT may be relevant for their work and, if so, how and what to apply.

ICT4D Project Champions Research Network and Workshop
A workshop on ICT-for-development project champions to be held from 0900-1300 on Tuesday 10th December 2013 as part of the ICTD2013 conference in Cape Town.
The workshop is participative and will involve sharing understandings and experiences of project champions, and developing a research agenda.  We hope to also create a network of those who are or will be actively engaged with research on ICT4D champions and leaders.
Workshop attendance is free and open to all ICTD 2013 conference attendees, and we look forward to seeing you there.

M4D Doctoral Workshop, Dakar, April 7, 2014
We invite applications to the M4D Doctoral Workshop in Dakar Senegal. The workshop will provide a forum for PhD students in the area of mobile communication technology in and for development to present their work and receive constructive feedback from experts in the field as well as from peers. PhD students at any stage of their doctoral studies are invited to submit papers. The workshop will host about 15 attendees besides the experts in the field. We expect submissions to be from current PhD students who have selected a clear research topic within M4D in the broadest sense. Participation for selected PhD students are free for M4D2014 conference delegates who have registered and payed the conference fee. The doctoral workshop is sponsored by the International Network of Post Graduate Students in the area of ICT4D (IPID).

Goal of workshop
The goal of the workshop is to provide professional development in M4D with critical, but constructive, feedback and advice to PhD students on their ongoing research from senior researchers. The workshop will also offer the opportunity to meet and exchange ideas and suggestions with peers in the M4D field.

Submissions should address the student's PhD research area, specifically:
•    a well-defined formulation of the problem statement, objectives and aims of the research,
•    explain the research context and why the research is important,
•    give details of research design and data collection techniques,
•    present preliminary results and research findings, do clarify the state of the research work,
•    discuss of the theoretical contribution to the area of M4D and the practical implications of research.
Your name, affiliation, email address, PhD supervisor's name and affiliation and year when you started PhD should be included. The submission should be max. 5000 words in length. Please note that the workshop is not a venue for publication; there will be no published proceedings. However, we encourage workshop participants to also submit to the M4D2014 main conference (poster, full or short paper see

Workshop Format

Participants will be divided into two groups depending on their research topic. Group A will be led by Anne Shongwe and Jonathan Donner and Group B by Laura Stark and Richard Ling. Participants will be asked to read the group member’s papers prior the workshop so that focus can be on discussing each paper in depth rather than listening to presentations. We will reserve around 15-20 minutes for comments and 10-15 minutes for general discussion.

IPID is pleased to announce its support to postgraduate students to attend the 8th IPID symposium and the ICT4D conference in Capetown, sSouth Africa (December 7-10th).
The support, a grant of upto USD 900 (each student), is for covering conference registration and travel fees. 13 students will be supported. The 4th International Conference on Mobile Communication for Development (M4D) Dakar, Senegal, 8-9 April 2014 University Cheikh Anta Diop (UCAD) in co-operation with HumanIT, Karlstad University

We are happy to announce two exiting keynotes at the M4D2014 conference. Professor Laura Stark from University of Jyväskylä in Finland who will talk about ethnographic approaches to mobile use among the very poor. Our second keynote is Anne Shongwe, founder and CEO of Afroes Transformational Multi-Media & Consulting. Anne has worked with several governments across Africa and South-East Asia as well as with UN, Bill and Melinda Gates foundations and the Nelson Mandela Childrens fund to mention a few.
We are also happy to announce that we are going to organize workshop for PhD students attending the conference with among others the two keynotes, Jonathan Donner from Microsoft Research and Rich Ling from IT University Copenhagen and Telenor research. A separate call will follow this autumn.
M4D2014 aims to provide a forum for researchers, practitioners and all those with interests in the use, evaluation, and theorizing of Mobile Communication for Development. M4D2014 will combine two days of plenary parallel paper sessions, panel sessions, short presentations, posters and workshops.

This conference is the fourth in the M4D biennial series following the inaugural conference in Karlstad, Sweden in 2008. The 2nd conference was in Kampala, Uganda in 2010 and the 3rd in New Delhi, India in 2012.

How to Participate?

M4D2014 welcomes participants from academia, industry, NGOs, development agencies, and governmental and international organizations.
If you want to submit a paper, there are two different options.
Research papers (8-12 pages including references) will be peer reviewed and evaluated based on theory craftsmanship and analytical rigor.
Articles considering critical approaches and theoretical development will be prioritized. The practitioner’s track is open to practitioners to present their experiences, cases and policies (4-5 pages). These contributions do not have to be guided by academic theory and critical analysis. All accepted papers will be published in the proceedings and allocated a presentation slot.

Presenting with Posters, in Short Track or Parallel Sessions?

Accepted papers with best reviews will be allocated longer presentation slots in parallel sessions. The other accepted papers will be allocated shorter presentation slots in short track sessions that will be followed by poster sessions. Accepted paper presenters should thus be prepared to bring posters with them. Poster size max. 80x120 cm. Roll-ups are also allowed.

You can also participate by organizing a workshop. Workshops submissions for proceedings (2 pages) must contain: title, organizers with affiliation, participants, motivation and objectives. Finally, there is also the possibility to only submit a poster or a demo (1-page extended abstract).

Inclusion of accepted papers/posters/demos/workshops in conference proceedings is conditioned on payment of registration fee prior to registration deadline. Registration and Fees:

The registration will open during autumn 2013, see Conference fee will be 150€ with a reduced fee of 110€ for Master and PhD students. Participants salaried from a developing country are entitled to a 30% discount (105€ and 77€ for PhD and Master Students).

Conference fee includes access to conference venue, presentations, workshops and demonstrations, keynote speakers, one copy of the proceedings, lunches, refreshments and receptions throughout the conference, conference dinner and social events.

Participation Grants:

IPID will sponsor participation for selected members given that there is an accepted paper and based on the reviews as well as on where the student is based (developing countries and Sweden are prioritized). For questions regarding these scholarships contact IPID at

We hope to arrange travel grants for participants from developing countries that will cover registration fee and a maximum of 500€ for flight tickets and accommodation. Other costs will not be covered for.
