This build is not targeted at the best of the best players. If you casually reach 100 in every HC league, this guide is not for you. I'm a strong opponent of the idea that HCSSF is something that only highly skilled and experienced players should even attempt, and my guides are an attempt at giving people resources with which to progress in PoE.

+ HC Viable
+ Built for SSF
+ Good league starter
+ Good clear and boss killing all in one package
+ Breezes through uber lab, Argus included
+ Not too many buttons
+ Super satisfying sounds
- ES gear is harder to get in SSF
- Can't do Elemental Reflect maps.
- You need to aim and position yourself well for the clear to work
Alira is a great choice early on, up to the very end game. You can respec this at a later point by selling 20 orbs of regret and an onyx amulet to get the Kill All reward, and a lapis amulet to get Alira's reward. Alira is the default choice, and then we respec if we desperately want the points later.
Major: Soul of Lunaris. All effects are lovely for survivability.
The build is lightning based because Lightning Damage gear mods are the highest of the 3 Elements, and also very easy to scale along with Elemental Damage. Lightning Damage can also shock enemies, therefore allowing us to deal even more damage to them.
All content viable, however some contents are not recommended as they can still be extremely deadly.
Unlike Barrage, Scourge Arrow won't lock you in place while you fire and you don't need to fully utilise the Point Blank Keystone (standing up close and dangerously) to deal a respectable amount of damage to Endgame Bosses. This build was heavily inspired by Mathil and a major thanks to him for enlightening me with this build.
No nerf on Scourge Arrow. EZ Clap. Tombfist's Attack Speed mod got removed,
Also keep an eye out for Infused Channeling Support, depending of how you've scaled your items, it may help to deal more damage than Added Lightning Damage Suppo
Pros & Cons:
+ Easy and Achievable Items. No League Specific or Legacy Items are needed. All you really need are some Uniques with Life & Elemental Resistances on Rare Gear. No need to stack 10+ Abyss Jewels.
+ Adaptable. You can easily swap out some gear and skills to suit your own play style. e.g Tornado Shot or Lightning Arrow for clearing/mapping.
+ Easy Map Boss Killer. Uber Elder, Shaper and (Shaper/Elder) Guardians are cut and dry, no extra mechanics needed, just need to know their basic mechanics and you'll be fine.
+ 5.6K+ Life. With a bit of investment in gear, you can EASILY achieve a life pool above 5.6K, this build usually ends up around 5.7K to 6.1K of Life.
+ Starter Build Friendly. The template of this build can be a nice starter build for a Temp League, no need to respec or level a new character just to play this build.
+ Beginner Friendly Endgame. Once you get used to the Scourge Arrow mechanics, you can just simply fire away from a safe distance and the Thorn Arrows (from the Spores Pods) does most of the work for you.
- Cannot do REFLECT Maps. You can do Physical Reflect if you don't have Physical Damage on your gear, but Elemental Reflect is a definate NO-GO Zone.
- Cannot do Hall of Grandmasters. Only a few builds are dedicate to doing and farming this map. This build definately isn't one of them.
- Leech Rate. Unlike Barrage where you fire continuously and maintain a level of DPS and Life Leech, Scourge Arrow can't do that, so you can't face tank Endgame content.
(You can choose Kill All too if you want. If can you managed to cap you resistances with gear and don't feel like leveling up to level 92).

I don't find these particularly game changing, you can mix and match to see which ones you prefer, these are just the ones I use.
Gathering Winds ⇒ Fast and Deadly ⇒ Powerful Precision ⇒ Rupture
Wrath - Gem Quality has no effect our build. The quality only boosts the radius of the Aura, which has no effect our solo play.
Vaal Haste - Gem Quality has no effect our build. The quality only boosts the radius of the Aura, which has no effect our solo play.
Vaal Grace - Gem Quality has no effect our build. The quality only boosts the radius of the Aura, which has no effect our solo play.
Cast when Damage Taken - Gem Quality has no effect our build. The quality only boosts linked damaging skills, which we have none of.
Summon Ice Golem - The Qualty on this Gem has no effect on your DPS, it would only give your Golem more Life thus sustainability. I personally wouldn't pay extra for quality on this Gem.
Immortal Call - You can have this Gem at Level 1 if you wish. The levels and quality on this Gem has no effect on the duration unless you have Endurance Charges. Since you are a Ranger, Endurance Charges are basically off the table. The Qualtiy on this Gem affects the Cast Speed, and since we use Cast when Damage Taken, Immortal Call gets instantly casted anyway.
Enlighten - Level 3 is where you'd want it. You can try getting a Level 4 if you have too much currency on your hands. Quality on this Gem only affects the Leveling process.
Portal - 20% Quality is where you'd want it for faster casting. Levels have no use on this Gem.
[PoE 3.6 Ascendant] Scourge Arrow / Rain of Arrows All Content Build
This build is a Scion (Slayer / Juggernaut) that uses the new skill Scourge Arrow in order to deal with every boss in the game as well as to map with, though you can use different skills (Rain of Arrows is a good choice for mapping) should you desire. Through the Slayer and Juggernaut ascendancies it gains overleech, endurance charges, immunity to stuns and chills as well as a few offensive bonuses. Through the power of Abyssal Jewels we completely ignore what Scourge Arrow was actually meant for and stack as much flat elemental damage as possible.

It's a crit build. It also uses lots of uniques which can make it hard to cap our resistances. Therefore, Alira is the best choice most of the time.
Major God: Soul of Arakaali (with Queen of the Great Tangle)
This power allows us to recover our life 50% faster for four seconds after we stop being damaged by DoT. This comes into play when Immortal Call is triggered while you have Blood Rage. Blood Rage deals physical DoT to yourself, which is negated whenever Immortal Call is triggered since IC makes you immune to all physical damage for a short duration.
Minor God: Personal choice. I personally used Soul of Shakari (with Terror of the Infinite Drifts) so that I didn't have to worry about Poiso
3.6 Synthesis League Update : Slight Buffs again for this League ! This Patch is mainly aimed at Spells and Hand-Casting so nothing really impacts the build only a few points in the tree change for +30% increased elemental damage and +3% shock effectiveness and Bosses have less resistances against Curses so it's a pretty significant damage buff for our Flamability :)

+ Party play friendly thanks to the Shock from the Elementalist
+ Meme bonus points for playing a Chaos skill with Ignite.
- Squishy on a full damage setup, not really HC viable.
- Some pieces can be hard to obtain in the first few days of the league.
- Can be heavy on Uniques, but the recommended uniques have a lot of resistances so capping is not a problem.
- Scourge Arrow is a Channeling Skill so the gameplay can be disliked by some.
Beacon of Ruin -> Elemancer (or Paragon of Calamity)
- Beacon of Ruin is pretty obvious, 20% More damage for Ignite, Ignite proliferation with powerful Shock even on bosses. It's the core of the build.
- Elemancer for the 3 elemental Golems with 75% increased effect. We benefit from all three fully. It solves the problem of Accuracy and Attack Speed so you don't have to worry about those stats in the gear, so cheaper gear. It also comes with decent elemental damage and the sweet Ignite/Chill/Shock immunity, which is more comfortable than rely on flasks and add more flexibility on flasks rolls.
- Paragon of Calamity, it's a viable choice for a little bit of conditional survivability plus you can run Reflect Maps if you are too lazy to reroll them. Clearly a suboptimal choice but you should still be fine with it.
- Pendulum of Destruction We only benefit from it half of the time so it's not worth and the Mastermind of Discord behind it looks interesting but doesn't helps Ignite builds. Don't take those two.
