At 9:30 the water pressure has gone again. Are Thames Water deliberately turning it off without warning?

At 12:00 Thameswater finally admit on Twitter there is a problem in SE4 SE13 SE14.  After two hours of telling callers to their helpdesk that they need to have plumber to check the water to their home.
